Currently, Google does not permit changing the account owner for the Play developer account. The developer account will always be associated with the Google account used when the Play developer account was created.

In some circumstances, you can change the e-mail address associated with the Google account. For details, see Google's manual Change the email address for your account.

Alternatively, you can create a new Play developer account with a different Google account and then make an app transfer of the selected app.
